I have confirmed with the user that they cannot access a simple site I just deployed and proxied through Cloudflare. I'm going to ask them if they have a list of sites/services that are allowed to hopefully determine if the censorship is done via a block list or an allow list. If it's an allow list, I don't think there's much I can do.
