They lived for less than two days, so this might have just been a test.
Someone from the torproject wrote me that they are in contact with them (or at least were in contact by the end of last month).
I asked Steph for some hints, and she pointed me to https://twitter.com/piacsm/status/979101507617415168
"We have R&D in progress and we will let the community know when we are ready"
So it sounds like it *was* them running the relays, and hopefully they will decide to take the next step when the time is right.
