Yes, that is correct.
Conversely, if you're setting up a new host and want to keep the fingerprint, copy those files to the new host before launching Tor.

- i have stopped tor and delete the folder /var/db/tor/keys
- start tor again and whups are there new keys.
so the new torserver is running with a new identity :-)
