He probably means viewing the total number of connections to and from the relay. This is what I use munin for too: the total number of connections and the total amount of incoming and outgoing bandwidth.
I use arm too to make me feel comfortable at a dull moment by staring at the graphs doing their thing. You can call it crazy but I call it relaxing ;)

"For connections"? Why do you ever need to view the actual connections from/to your relay.
As alternatives to arm, when looking after a relay that's spinning up, I use 'nload' and 'top', and for the longer term monitoring I have a small script which periodically mails me outputs of 'vnstat' hourly/daily/monthly reports running from crontab.
