'Can't have tor' and 'can't have exit nodes' are two separate things. Middle nodes (aka non-exits) are helpful as well.
The meaning of 'can't have Tor' in their eyes is any form of Tor at all absolutely. They don't want to think about it whatsoever. Spineless.
