[tor-relays] new OBFS4 bridges with bridge distribution method "None" since a couple of days

Dear experts, according to the documentation, a new obfs4 bridge should get a bridge distribution method assigned after running a day. The two bridges listed below are running since more than a week and both still show "none" as bridge distribution method.
