I am curious about possible reasons, why one wouldn't want to become guard. Are there any risks or disadvantages that come with the guard flag?

It's non-exit, not a "middle-only" relay. Jim probably doesn't want to become a Guard. I'm not aware of such option.

btw, we've recently discussed in #19625 [1] possibility of setting "peering policy". If this would be implemented one can restrict connections only to relays in consensus (but not bridges?).
