...it just amazes me how much exit capacity these sites actually have, but people aren't willing to sign up for services whose TOS permits running an exit ..., so they run a relay at an overly saturated site.

A couple of big European ones didn't notice exits were running in there data centres despite the ban on them so if you pay monthly it is worth a try.
