I can't say anything about those messages being normal or not, but I just found one such message in my logs too:
Apr 11 11:25:35.000 [warn] Rejecting INTRODUCE1 on non-OR or non-edge circuit 2147497125.
I updated to Tor 0.2.4.21 (git-c5a648cc6f218339) on Debian three days ago after heartbleed. My old versions 0.2.4.x didn't show that message before.

0.2.4.20 here (on an exit node), seeing them as well but they're very rare :

The first one I could find goes back to April 4th, and I can find a total of 14 similar entries in my logs. Not sure what to think of it.
Did some quick searches on the internet and there is quite literally nothing to be found about this, except for a StackExchange question from... April 4th.
What's happening?
