Is my observation of hundreds/thousands of outbound TCP connections from the Tor node simply because I "hot restarted" it when it already had a lot of circuits open (without much bandwidth going through them, oddly, I've seen it with 1200 circuits and 40KB/sec going through) *before* the "storm" hit? In other words, a circuit creation storm may not have anything to do with number or rate of inbound TCP connections (or outbound)?
You can decrease how much bandwidth you appear to have with "MaxAdvertisedBandwidth", but you already knew that.
