That IP address used to belong to Faravahar, which is in the progress of being relocated and hasn't found its new home yet (https://gitlab.torproject.org/tpo/core/tor/-/issues/40688). You can safely ignore this error. If you want a more up to date list, you can check the IP shown on metrics.tpo: https://metrics.torproject.org/rs.html?#search/flag:authority
