Serve the web page using a minimal http server instead?
If there is no DirPort, there is no way for Tor to serve anything over HTTP.
If there is a DirPort (or DirCache), you will have Tor clients contacting you for directory documents, which (based on your tor-bsd mails) you don't want on a tor relay with constrained RAM.
