Unfortunately, there is no such list. Also, you should avoid concentrating exit relays at certain providers for reasons of diversity.

A good source for cheap VPS offers is lowendbox.com. What you can do is collect 50 or so sales@ email addresses of various providers, and email each of them to ask if they are ok with Tor exits, that you will quickly deal with all abuse mails, etc. Then, add your results to the GoodBadISPs page.
