AFAIK, not through Tor. you can use OS-level traffic shaping (e.g. tc on Linux) to limit the allowed bandwidth. Tor automatically adjusts the advertised bandwidth to fit the allowed bandwidth, although not very well.
- Is there a way of configuring the relay to work only on certain days?
I assume not, and that this would have to be done manually, maybe with cron?
