Did you try ssh'ing into 8.8.8.8 (outside of Tor)? It does not run a public SSH server at all (obviously).
8.8.8.8 is (pretty certainly) anycast, and might have different setups in different instances. But, being google, they probably *are* identical.
ssh 8.8.8.8 just times out here.
