Merged specifications from Metrics sub sites CollecTor [1] and Onionoo [2] into Tor Metrics [3, 4].

Fixed various problems with data on Tor Metrics, including missing server numbers and bandwidth reports [5] and wrongly attributed OnionPerf measurements [6].

Released CollecTor 1.2.0 [7] which switches from Torperf to OnionPerf [8] and contains updates to metrics-lib 2.0.0 and to libraries contained in Debian stretch.
