[tor-packagers] New stable release: 0.4.1.6

Hi, folks!

There is a new stable release available at https://dist.torproject.org/ . It fixes a few regressions, irritations, and compilation bugs.

I'll send an official announcement after the website has updated.

Also, a reminder for anybody still shipping them: 0.2.9.x will reach end-of-life in January 2020, and 0.4.0.x will reach end-of-life in February 2020. You can find the latest version of our release/support plan at https://trac.torproject.org/projects/tor/wiki/org/teams/NetworkTeam/CoreTorR... . 0.3.5.x is the current LTS series, and 0.4.1.x is the latest stable series.
