[torbrowser/master] 1.3.22 was created with missing langpacks, so all Firefoxes were in English. fix this with 1.3.23. add location of Burmese langpack too. - tor-commits

1.3.22 was created with missing langpacks, so all Firefoxes were in English. fix this with 1.3.23. add location of Burmese langpack too.
