fixup! Bug 16940: After update, load local change notes.
Always load about:tbupdate in a content process. To improve compatiblity with future sandboxing efforts, relocate the code that accesses the file system (changelog) to the chrome process. Avoid using a query string to pass the "more info" link to the about:tbupdate page.
