Dropping TorCtl event listening backend
Removing listener support for TorCtl events now that the logging panel is no
longer using it. This breaks the gui, but as mentioned before I'm planning to
drop that.

Dropping getOption()'s suppressExc arg
Like getInfo() we're going to be doing exception suppression by the presence of
a default (this is both what stem does, and a more intuitive usage).

Using stem's get_conf()
Dropping our GETCONF implementation in favor of stem's. It handles caching and
HiddenService option mapping so this should be a drop-in replacement.

Dropping support for arm's GTK gui
As mentioned in prior commits arm's gui is unmaintained and (as far as I know)
unused. It was an experiment and has been unmaintained for the last year, so
finally dropping it. We can resurrect it later if someone shows interest in
advancing it.
