Back in https://bugzilla.mozilla.org/show_bug.cgi?id=1319773#c20 we decided to create this pref to allow Tor Browser to relx it's FPI back to it's old version, which allowed opener access. As far as I can tell, there was never a need to do this.
This pref _can_ be used to debug one specific instance of FPi login failures. But it's also a confusing edge case that it doesn't seem we need to support anymore.
If I remove it, it will still be present in 60 ESR.
