[Tor www-team] Website proposal

Hello everyone,

I've read the Tor Website wiki and I wanted to add a proposal I had on
mind [1]. I've also read that there might be a "website session" at the
dev meeting, so I decided to write this now so you could take a look at
it and hopefully discuss it at the meeting. I won't be there at Berlin,
but I'm interested on collaborating with the www-team ;)
