[Tor www-team] Just a download site

I appreciate the suggestion for split testing, but we can't implement it in
a privacy-preserving way. I see three main issues:
1. It requires logging a lot of data on users. Even if we could find a
split testing that didn't log IPs, it still would log far more than we're
comfortable with.
2. The user is connecting to an external server which we likely have no
control over. Is it serving malicious JS to certain countries or covertly
changing download links to malicious versions of Tor? We don't know.
3. I don't think we should be implementing external code in a website like
this. Imagine if Turkey (which has been discussed previously) spoofed the
certificate for the split testing service or changed the IP it resolved to.
It would have free rein over the entire site.

Split testing is always good, but in this case it doesn't seem to be an
option.
As a starter basic page its pretty nice and simple.
very nice job

it breaks all the rules for a converting landing page but this can be
worked on later on.

better to start simple like it is and then improve through split testing.
