[Tor www-team] Just a download site

The download site is nearly finished. The most current version can be
accessed here: http://wpapper.github.io/tor-download-web/

All that's left to implement is changing the URL of the download button
when a dropdown is changed (which is implemented, but buggy) and the non-JS
fallback (which should be very straightforward).

Does anyone have any more feedback at this point? Styling still needs to be
figured out, particularly the background color.
