[Tor www-team] Just a download site

Submitted a pull of an initial design. I don't like the color scheme
yet, so feel free to get a good color scheme in. The one thing is the
Tor logo is kind of terrible when it comes to color composition hah.

Let me know, if you have any suggestions or modifications of your own.
