[Tor www-team] Just a download site

I'm all for the MIT license.

Checking the Tor Project's gitweb instance, it appears that the web
projects have various licenses. If we need to re-license it later to fit a
standard, then we can always do so.

I also gave you contributor access to the GitHub repo. If anyone else wants
contributor access, just let me know.
