[Tor www-team] Just a download site

That sounds great! My only concern is if we are still able to manipulate
the download button using dropdowns without JS. If that's possible, then
I'm all for going without it (which would make things much easier).

If we need to use JS with the dropdowns, then we can just start with the
non-JS version first and work from there.
