I'd add the following categories.

Whistleblower - they may only use tor once.
User - they use tor for safety or simply to get around censorship.
       When i use tor on Amtrak i fall into this category.

     Under User there might be Stalking victim.

I think it is a mistake to try to factor out cultures or groups in
descriptions because that makes us less likely to think about languages
and cultural constraints a person might need to work around.

I do feel that accessibility to sight impared people is also another
very important category.
