[ux] For the next UX meeting: brainstorming content for tpo.org portals

Hi Tom,

Thanks for your feedback. To be clear, some of the stuff that's going on
the support portal will just be links to content that's hosted
elsewhere. I agree that the full materials for running relays don't
really belong there, but lots of questions about relay operation used to
come into the old RT help desk. This might be because the current
website is hard to navigate, so people came to the help desk because
they weren't sure where to go, so perhaps a better designed website will
negate the need for the links at all.
