For those who do not know, OFTC actively blocks Tor connections [0], 90% 
of the time it seems.

Tails has moved to conference.riseup.net (XMPP) to address this issue, 
which seems continually overlooked.

The strategy, at least for Tails users, is to keep trying by switching 
exits (new identity for Tor Browser people).  This eventually works, 
most of the time.

I feel strongly, especially with newcomers, that this meeting context 
should be addressed by the team that deals with experience; us (:
