Applying rdr-to outbound is not supported if redirecting to a local IP address (ref: pf.conf(5), OpenBSD -current as of date). See this thread for a related discussion: [ http://www.mail-archive.com/misc@openbsd.org/msg100273.html][1] . henning@ removed the check (in revision 1.594 of sbin/pfctl/parse.y) that makes sure that rdr-to is only applied inbound, so the ruleset removed by this commit seems to be valid but actually is not.
