Actually, yes, Tails automatically choose a either 32-bit or 64-bit
kernel, and use a 32-bit userland. But Silkie is right, this is planned
to change in Tails 3.0 (to be released based on Debian Jessie).

Rational is that the actual behavior was causing some issues, that it
prevents to ship a 64-bit version and to leverage 64-bit security
features, and that only about 5% of the Tails on the wild seems to use
32-bit. More details in https://labs.riseup.net/code/issues/8183.
