Hi,

Recently I found a paper by Philip Rogaway of UC Davis.  It's entitled
"The Moral Character of Cryptographic Work".

It's a bit long (47 pages) but not much technical, and since it seems
originally prepared as the text for a speech, It is quite readable and
I enjoyed that.  For those of you who are interested in the political
aspect of Tor, it might be a good Christmas reading ;-)
