it isnt mentioned in the changelog, but this is rather important:

Mar 19 18:57:00.911 [warn] Onion services version 2 are obsolete. Please see https://blog.torproject.org/v2-deprecation-timeline for more details and for instructions on how to transition to version 3.

tor 0.4.6.1-alpha refuses to start if 

HiddenServiceVersion 2

is present in torrc.
