NSA und GCHQ bekunden „hohes Interesse“ und sagen Unterstützung zu. Die drei 
Geheimdienste beschließen weitere Treffen und die Zusammenstellung einer 
Projektgruppe, der BND plant den Aufbau eines eigenen Tor-Exit-Servers sowie 
eine „Probeerfassung und Auswertung mit der NSA“.
