So I am using:
> deb http://deb.torproject.org/torproject.org tor-experimental-0.3.1.x-jessie main
and still do not see the update.

There are "tor_0.3.1.5-alpha-dev-*" packages in http://deb.torproject.org/torproject.org/pool/main/t/tor/
but there is no sources.list line on https://www.torproject.org/docs/debian.html.en
that would allow getting those.
