That is not a binary distiction. Even if there is an interest in tracking,
for very few sites that is the primary or even a major interest.

Also: The captcha quality is recaptcha's issue, not CF. They are on
news.ycombinator, and feel the same strength.

But: github gets by without them, and youtube too. So one may argue
that cloudflares measures are a tad on the safe side indeed.
