When the redirected to page captchas didn't work changing the Tor security settings to default/low did so you could try that.
That proves it is not the only the ip as does changing circuits therefore changing ips.

Is your ISP hostinger.nl?

You might put in a ticket/support request after logging in as there are other people who complain of the same problem.
Hostinger's answer was that it is a sensitive test for failed.
