Tor relays can listen on whatever port they want to listen on. Diversity
of these ports is useful -- somewhere in the world could be a network
that only lets people reach port 21.

So I guess the conclusion is that setting your littlesnitch to freak out
when Tor asks for a surprising port is eventually going to surprise you.
