Don't confuse the Software Engineering Institute (CERT-CC is part of SEI) with academia, even if it is managed by Carnegie Mellon University.

SEI is a FFRDC (Federally Funded Research and Development Corporation) serving the US Department of Defense (and other partners) with a focus "specifically on software-related security and engineering issues". [http://www.cmu.edu/news/stories/archives/2015/july/sei-contract-renewed.html].  Its Pittsburgh building is off the CMU campus, located next to RAND corporation (another FFRDC with national security ties).  Wikipedia locates other SEI offices in Arlington, VA and Frankfurt, Germany.
