What they 'sell' (and I'm rather confident they'd rather not do
this particular 'business') is giving the entire datastream of
specific customers to the LEA in question. This does not imply
or require that Comcast itself has the means to analyze the
datastream, nor the capability to do that on *all* customer.
And analyzing would be necessary to single out tor users;
as would they need a business case as to why it is even
useful to single out tor users as opposed to, say, engaging
with Netflix.
