Startpage & Ixquick both working for me - Fri. morning in TBB 4.0.

Sometimes - in the past - they've blocked certain exits, if those were 
blacklisted or the search engines had problems with them.

Several times, changing exit relays (possibly to another country) fixed 
it immediately.
