This is something for which I'm pretty sure XMPP/Jabber used a
'summon_minor_demon()' call for branching purposes, and like most
hellbound creatures, it often gave bad advice.

In my experience, sometimes you want messages to go to all devices,
except when you don't, and Jabber has always been bad at both.
