Sorry, but several areas in the Google translation into English is hard 
to follow, especially for technical information.
For English speakers, some of the points aren't clear.  Not sure if 
there's a better alternative.

* It's also not clear (to me) whether some of the references are actual, 
official *legal* opinions / rulings, or just commentaries.
I think they may be the latter?

* The screen shots included in link # 1 don't translate on Google 
Translate.  Not sure if those screens were from a legal ruling, or from 
more commentary.
