   There was just a major event where there was extensive testing and 
bugfixes.  But as a rule, more testing reveals bugs which leads to 
bugfixing which leads to additional testing...  A lot has been written 
about software development as ouroboros, but the short answer is that 
this is typical of software projects that are being actively maintained.

   If you don't see a lot of ongoing development in a security project, 
be concerned.
