To all those replying, I should have said, who deals w/ blacklisted Tor 
addresses that were blocked simply because spam or malicious activity 
came from those addresses?
That is, when there's no intent by websites to block Tor, per se. 
They're just addresses that spammers used, which happen to be Tor IPa's.

In that context, they're no different than any other site or email 
address that gets blacklisted.
When that is the case, explaining to someone that "it's just a Tor 
address" won't matter, because that may not be why it was blocked.

It's just one more IPa that was abused, then placed on a blacklist(s).  
In many cases, they weren't blocked *because* they were Tor addresses.
But in all cases, someone must appeal to the blacklists (or site, 
organization) to remove the address from blacklists or unblock it.

When IPa's from email providers get abused, and when mail you send that 
happens to use that same IPa gets rejected, it's usually up to the email 
provider to get the IPa(s) off the blacklists.
I don't know there's anyone responsible for doing this for blocked Tor 
addresses.
