[tor-talk] Make 0.2.4.17 the recommended default

Hello,

I was surprised to see that Version 2.3.25-12 is still the "Recommended" at 
https://www.torproject.org/download/download-easy.html.en

From the looks of it, that one might not be too useful at the moment:

root at asuka:~# grep stats /var/log/tor/log | tail -n3
Sep 17 08:39:26.000 [notice] Circuit handshake stats since last time: 99410/1002718 TAP, 852/852 NTor.
Sep 17 09:39:26.000 [notice] Circuit handshake stats since last time: 69377/1058893 TAP, 907/907 NTor.
Sep 17 10:39:26.000 [notice] Circuit handshake stats since last time: 113652/1111211 TAP, 915/915 NTor.

root at utau:~# grep stats /var/log/tor/log | tail -n3
Sep 17 08:40:16.000 [notice] Circuit handshake stats since last time: 48354/930910 TAP, 758/758 NTor.
Sep 17 09:40:16.000 [notice] Circuit handshake stats since last time: 42998/1090984 TAP, 862/862 NTor.
Sep 17 10:40:16.000 [notice] Circuit handshake stats since last time: 47901/1147279 TAP, 925/925 NTor.

So why not fast-track the 2.4.17 to the recommended status, who cares if it's
Alpha, it seems to work relatively well; or at least can't work any worse than a
network where 95% of attempted connections end up failing.
