No. The NSA/GHCQ took it to a new level available with the internet
and general automation. All the predecessors had to do with manual
work and needed to target surveillance. What's qualitatively new
is the ability to have extensive files on everyone before they
even become interesting. Even the Stasi files are ridiculously
minuscule to what the NSA collects.
