[tor-talk] Change to check.torproject.org

Late Friday night on 15 November 2013, we switched to a new version
of https://check.torproject.org. This version was written by Arlo to
allow the site to better handle the daily load hitting the website. This
upgrade fixes a few open tickets:

 - https://trac.torproject.org/projects/tor/ticket/9529
 - https://trac.torproject.org/projects/tor/ticket/9750
 - https://trac.torproject.org/projects/tor/ticket/9905
 - https://trac.torproject.org/projects/tor/ticket/9631

Overall, this upgrade should provide a more reliable
check.torproject.org. Please report any issues you encounter to the
"Tor Check" component on our bug tracker at https://bugs.torproject.org/.
