I don't understand how you concluded that they don't need Tor.
Using HTTPS-Everywhere with a regular browser in incognito mode doesnt
reduce the amount of information you send to the destination - it only
makes the connection not snoopable by third parties and reduces
information kept by the browser for later sessions or tabs.
